On ESOUI shinni has said it's a playstation issue, apparently ZoS is investigating as its not an issue on his end it's a game issue. So hopefully they'll fix it before 2026

No it's not an expected behavior. Out-of-date add-ons don't just uninstall themselves.(...) Maybe this is expected behavior for when the add-on is updated to a newer version? I haven't really looked into it.
I heard that might happen if multiple users play on the same console, with e.g. different @account names.
If @account1 logs out and @account2 logs in (and some addons differ for the 2 accounts) the addons of @account1 might get uninstalled automatically.

So maybe, if multiple users play ESO on the same console, subscribe all users to the same addons and only deactivate the ones you do not need at each user then (should keep them installed and updated for all properly then).
