Remember that this was on an internal build, where his lightning heavy attacks were 2-shotting elite mobs in the dungeons. If this scales based on damage, and he overrode his stats to be ridiculously high, then that makes sense.

There's a reason we usually see those numbers dummied out in patch notes since they scale based on the quality and character stats. This is also why internal builds usually also say "ignore the numbers for now."

Also, we'll see the actual set on PTS next week, and then there's a further 6 weeks to post in the feedback thread that it's too high if it is.
...now as to whether ZOS deigns to look at that feedback is another topic, but this issue definitely seems like a premature freakout.

That's kind of my question here though. Normally sets that "scale off <insert stat here>" will say that in the tooltip that is scales based off health, wep / spell dmg etc. This set doesn't indicate any form of scaling on it and looking at all of the other stats in the stream they seem to be pretty normal from what I could tell so that is why I kind of was like ok....?

I would not imagine that something that strong being able to drop almost 500k dmg with a heavy attack would make it to live servers LOL altho that would be kinda funny
