You might want to increase your virtual ram. Try clearing Cache if mobile. Look for updates of browser PC or mobile. Could also try restarting device...if shows up memory issue.
If you recently had an update then report bug with model of PC or mobile in bug report section.

I flushed the cache/cookies on all the browsers, restarted the PCs and the problem is gone.
What a weird one.
The fact that I could reproduce the issue on a PC I had never used to log into the forums before really threw me off. Maybe I did at some point and forgot about it? Either way problem is gone

Are you by any chance using a proxy service? The fact that the gear icon was missing on a PC you hadn't used for the forums before (or at least not used in a long time) suggests that you may be getting cached pages from upstream. If you are using a proxy of some kind, check whether it also uses caching.
Edit: it could also be an issue with the forum script getting stuck: the gear icon is not a single image; rather, it's a series of images in a single file: https://vanillicon.com/sprites/ui_sprites-32c-413723.png
