Since we now have subclassing, why aren’t more players using this supposedly "OP" skill? You’d expect Cyrodiil and IC to be packed with players exploiting it, but instead, I’m seeing more Nightblades skipping cloak and running... Streak!It’s a killer combo: Assassination + Storm Calling + whatever fits your style, like Animal Companion or Grave Lord.
Sure, Assassination could use some nerfs, but that’s a whole different discussion. As for cloak? Even the old version probably wouldn’t see much use compared to the current one, which is so weak that hardly anyone bothers with it when there are far better, more reliable options out there.

It boils down to exactly this point right here.
Assassination is a must pick for literally every single build in the game (both PvE AND PvP) that wants to deal damage, so unless the base class was already a NB, then the shadow line is going to be ignored because it's directly competing with Assassination for that 1 sub-class slot that other classes can get from NB.
