Subclass Quest Stuck on 2nd toon

So I decided to try the subclass quest again in Bangkorai but now on a second toon to play around with it. But the quest is stuck even tho I added sub class to my new skills, is this broken?

HedgeHugger✭✭✭✭What I found works is taking a skill line that isn't fully levelled up. No idea what happens if you have fully levelled skills on everything though.
My account that has all the skill lines pre levelled hasn't encountered this, but others with partials have.1
