All of the IA sets have permaglow, and its a feature, not a bug, just like other set visuals such as Esoteric. Slot the set on one bar only if you don't want it to be there 100% of the time.

Considering the fact that their glow is so permanent they even show up during dialogue windows and obscure the screen, I'd say there's some issues.
And their standard glow may not be a bug, but I didn't say it is either. It's a bad feature, and bad features can still be fixed.
It's also impractical to wear some of these sets on just one bar. The simpler option would be a "hide set visual effects" toggle. A toggle the set is already supposed to undergo when speaking to NPCs, as some other vfx do.
Could it be true that permaglow is finally gone? Can anybody confirm?
The NB Grim Focus permaglow was removed in this update with one caveat.
As soon as you get one stack, your weapons will glow. However, if you have 0 stacks (or if you rezone or unequip/reequip the skill), the glow finally goes away.
I remember the time when I played Lineage 2 Interlude, where a player with a weapon that glowed red could immediately attract attention because their weapon was sharpened to +16. The same effect is available to the NightBlade class, but it used to glow constantly, and now it only glows when you reach 10 stacks.
