Monomyth is really strong but nothing has ever come close to at-launch Oakensoul.

At Oakensoul launch we also had Corrosive that could generate ultimate while the effect was going, light and heavy attacks hit harder, and Empower worked in pvp. It was definitely strong but I don't think that it would be best in slot in today's game. People want more heals than they can get with just one bar.

Keep in mind the majority of the things you mentioned are not itemization. I was just thinking last night how broken some of the HA mechs used to be, when people could be 1- or 2-shot with HAs.
