What is the deal with two supposedly new craftable sets, are they real?

I saw on sites like eso-hub that the new update 46 has three new craftable sets, though the patch notes only lists one (Tide-Born Wildstalker). Are the sets "Shared Burden" and "Fellowship's Fortitude" actually in the release or was that a PTS thing only? And if they are in the game, where are the crafting stations for them located?

I guess this is very likely. I now have only bought too many attuneable crafting stations. So the surplus has to go into a storage chest or be kept in the bank till those sets are released.0 -
