The advantage to having everything maxed already is that the skill line can be used for subclassing, if I understand correctly.

Every skill line that you level to lvl50 with your original class is getting locked out of that limitation mechanism. In practise that is only relevant for new accounts. Old accounts that have all skill lines levelled to 50 by their original classes, do not need to care about that.
Now, from U46 onwards, there are two different versions of class skill lines. The ones of your original class and the ones unlocked by subclassing. They function the same (same abilities and passives), but are different in scope, because original class lines do not level on other characters and subclassing class lines level much slower than original ones, but are account wide (meaning you can access them on all characters that subclass into the same class line).
It is a litttle confusing. But practically speaking, it is irrelevant after a couple of weeks of gaming.
