It does seem like this might be a deadlock somewhere, possibly caused by an addon or library. I will check this out

It does seem this removes the issue, but unfortunately not without a significant performance hit.

Had this same issue months ago. To completely fix the unable to load skin error you have to put in the correct powerlimits for your cpu in the bios. A new bios update should do this automatically, but you can also do this manually. (Be very careful when updating/changing the bios, or let a professional handle this for you!) When the i9 13 and 14 series was released, motherboards did not have powerusage safeguards in place. This has even caused damage to some CPU's. I have been playing since 2015 until end 2024 with my old PC (Intel core i7 / W10). No problem excepted sometims the bug of the launcher 'patch manifest error'.
With my new PC (Intel core i9 / W11), everything was perfect until March 2025.
Then happens:
- W11 update 24H2
- ESO update 45
- I made the error to install the new nVidia app and drivers
Since then, this is problem after problem:
- the 'unable to load skin' bug of the launcher

It's nice to add new content to the game, but the priority should be quality insurance to adapt the launcher and the client to modern PC: Core i9 CPU, W11 24H2, nVidia recent drivers, ...
There are many ESO issues with W11 compared to W10.
At fall this year, MS will stop the support for W10
Then it's really time for a better compatibility between ESO and W11 (especially 24H2).
All good suggestions, just wanted to add something to the above quote. Having g-sync/freesync on will save gpu and cpu processing, therefor can prevent lag/stutter if they are on.
