Is it possible that a set was only adjusted in the patch notes and not in the game? The little dino's damage isn't instantaneous, but rather has the same delay as always, and it's also summoned. So you wait over a second, or rather two seconds, for the damage to the puppet, which is a real shame. Or did I misunderstand the information?
Maybe it no longer counts as a companion, but it doesn't deal damage to the enemy any faster.

This change was done to reduce the likelihood of the creature getting stuck in a repetitive loop or attempting to roll towards a target it could not reach, which wasted its proc. This also means it will no longer count as a summon for interactions with other effects."
It doesn't say that it will immediately deal damage. I think their phrasing is just a bit unlucky as they might have tried to describe that the 'summoning' animation has been eliminated to stop the fabricant from being stuck in the sonic-roll-animation.0
