Is it true that if you visit Artaeum before taking the Psijic quest the quest giver doesn't appear?

I used travel to guild member to go the Artaeum when I first made this charater. Now I'm trying to get the psijic skill line. I'm most of the way thru the Summerset zone story and I haven't seen the lore master... Is there nothing to be done to fix this?

To join the Psijic Order, you must first complete the first Summerset zone story quest in Shimmerene (The Queen's Decree).
You will then gain access to Artaeum. Speak with Loremaster Celarus in Ceporah Tower to formally join the Psijic Order.

If you somehow manage to transport to Artaeum by other means (e.g. teleporting to a player or their Grand Psijic Villa) without having completed The Queen's Decree, then Loremaster Celarus will not be present, even if you can see other players talking to someone you can't see. All you will be able to do is discover the Artaeum wayshrine to provide easier access to Artaeum in the future.

You may still acquire the Psijic Order skill line by spending Crowns, if another character on your account has completed it.

What happens if you go to Artaeum before completing the Summerset storyline, then later on complete the storyline? Does the Loremaster appear then?

If that's the case it's not a problem, it just means you can't skip ahead of the intended quest order. If the Loremaster will never appear, even once all the conditions are met, if you've ever been to Arteum before, that's going to lock a lot of people out of joining the Order.

You can go there before doing anything in Summerset. I've done it many times on different characters before even going to Summerset. Also, there is a "scroll" over by the merchant if I remember correctly that you will see that tells you to go to Summerset for the main quest. It's been awhile but that's what I remember. Either way you can always get the Psijic quest line done no matter if you go to Artaeum first or Summerset.

Even if you take a taxi to Artaeum via guild/groupmate before doing any quests at all in Summerset, you can still do (and need to do) the first quest in the Summerset series "The Queen's Decree" to get Loremaster Celerus to appear. You don't have to complete the whole Summerset questline, just the first quest. You can complete the rest of the questline whenever you wish at your leisure.
