Surreptitiously Shadowed

Recently got going through Murkmire and looked into some achievements I can do as I travel and came across Choixth by chance along the way. I went through the dialogue (such as it is) and figured that'd count for the achv in the title, seems I was wrong.
Up to now I've met the npc 4 seperate times and have tried going through the dialogue a few different ways and still not progress.
Am I doing something wrong? Do I need to finish the zone before it counts? Is it simply bugged?

Ah thank you very much, based on that post it must be the dark brotherhood issue, which is unfortunate and as they said, silly.
