Imperial City- unable to attack

Hello,
did the 6 dailies in imperial city and was unable to attack NPCs with single target attacks.
There was also no hp bar visible, when aiming at them. I was just able to kill them with AOE attacks.

It worked again, when I ported out and in. No clue what could have caused the issue.

Arcadere✭it happens to me too. so many times today alone that the game is unplayable.
I cannot do my nunatak farming and I can't even defend myself when other players attack me. I'm playing warden.4 -
Yep nb skills won’t fire off because for whatever reason the game tells me target is immune to incap and surprise attacks2

Wereswan✭✭✭✭Experienced this same thing while trying to do IC dailies. Both times it happened to me, it occurred in the center of the memorial district while trying to place the auricular geodes in the skeletons.

✭✭✭✭✭I've occasionally experienced something like that, usually in Cyrodiil. I think it's caused by a positional desync between the client and the server, presumably due to lag.
One thing you could try is to do a roll-dodge or two and see if that helps restore the positional sync of your character. It might not help, but it certainly can't hurt.I've fought mudcrabs more fearsome than me!4 -

Sometimes i jump down and people attack me and i cant do anything to them and just die or try to run away
You can fix it by changing districts but it is really annoying2 -
Arcadere✭can confirm. Not that it makes any difference, I usually just laydown and die anytime I get attacked anywhere in cyrodiil.... but I can't even farm for the set pieces I need with this bug.0

✭✭✭✭✭I has this happen to me last night, and nothing I did (reload ui, change zones, roll dodge over and over again) would fix it. As a last resort, I shut down the game and was going to restart it, but decided to update Windows first because I hadn't updated it for a couple of weeks. That ended up taking the rest of the night, so I just went to bed.
In my case, what happened was, I was in Cyrodiil soloing a resource (because I think that was one of the daily endeavors) and everything seemed fine as far as being able to use all of my skills. After I flipped the flag on the resource, I queued for the Imperial City to do the daily Arboretum district quest and craft an item in the Arboretum district for a master writ. I noticed that some of my skills weren't working; the only ones that worked were ones that do damage within an AoE. In addition, the skills which wouldn't work were grayed out as though I weren't within range of being able to hit anything, and all of my skills (even the ones I could use) were completely silent and felt like they weren't making a connection even though they were doing damage as usual. I ported from Imperial City back to Cyrodiil, took the wayshrine to Stormhaven to turn in my master writ, and tried fighting some assassin beetles near the writ dropoff location. As was the case in Imperial City, most of my skills were grayed out as though I was out of range, and only my AoE attacks would work.I've fought mudcrabs more fearsome than me!1 -
soelslaev✭✭✭Same problem. It happens most often when climbing up the ladders from sewer base, jumping off safe area, then realizing single target attacks don’t work. However, it just now happened in the middle of a fight, I think?

ruskiii✭✭✭Had the same issue in IC and 1v1 inside a house. In the house I couldn't attack opponent but they could attack me, ended the duel and couldn't target any of the dummies in the house either, /reloadui didn't fix the problem.1

huskandhunger✭✭✭✭✭It happened to me and other guild mates in Imperial City as well, it makes it so that abilities don't fire and even light attacks can't go off, the character just struggles awkwardly

onyxorb✭✭✭✭Not sure if this is the same thing, but I've had a similar issue for a week or so?
All of the times it has happened to me has been in PVE content.
I randomly lose the ability to use Blade of Woe or Vampire Feed and usually have to log off and back on to fix it.
More recently however, I've noticed that my skills don't kick off (all are single target), I can't even light attack or target the enemies either.
It's happening right now in a Dungeon run. I logged off and back on, it fixed it for all of one mob pull, then it broke again.
Not sure why this keeps happening or why it's so completely random when it does happen.
I'll try disabling some addons like Bandit and maybe some of the combat related ones, but it will be a real pain to play my toon like that.3 -
Markytous✭✭✭✭✭This has happened to me as well too only in Imperial City. I only experienced it once last week. Luckily, I was on Templar using Jabs so I could still get the PVE off of me but not being able to target is game-breaking.3 -

✭✭✭✭This is happening to me in not only PvP but even in PvE zones.
I cannot attack enemies with targeted skills and the health bar does not even appear above their head, we cannot defend ourselves if we cannot heavy attack enemies to restore resources.

✭✭✭✭✭@ZOS_Kevin This bug has been happening to me in IC as well - it's a game breaking bug that prevents you from targeting anything (NPC or player) until you port out or rezone. You can still be killed, so if you are unfortunate enough to get this bug right before a fight you will have literally no way to fight back.2 -

allochthons✭✭✭✭✭Me as well. Specifically, with explosive charge. I double-checked I had a full magicka bar. It's just grayed out, regardless of how close to an enemy I am.
And often, I can't bash even with a full stam bar, which is a pain when the xifkyn is healing!

ChelaDog✭I have had this problem twice now in Arx Cotinium too along with multiple times in IC. I’ve found that if I zone or oh off:on the problem clears. This is very aggravating and needs to be fixed.0

✭Still not working... this is a game-breaking bug. Players cant attack anything and when attacked yourself, then you can just heal and run away. This should be hotfixed, but working on useless subclasses seems to have priority...
