When trying to place some items I often can never see the item 1.) because my character is blocking the view 2.) and I can never see the item no matter how far or close I scroll the item. Is there a way to change my view so I can always see the item? Thank you.

in Camera settings you can change Horizontal Position and Horizontal Offset.
that should be able to help.

or use First Person View instead of Third Person View

I place the furnishing then use precision editing to get it exactly right
