Can't seem to add Friends

I found a couple of people that wanted to hook up and become friends and we share the same server/platform but when I go to search for them I can't find them. I followed all the directions and cannot figure out what I'm doing wrong on the PC system. I play through steam but I don't think that should make any difference (at least i don't think?). Any suggestions for a newbie who is clueless?

votan73✭✭✭The drop-down is just showing "recent contacts". If you know their user tag (@...) you can just enter it.0
