I played during the free beta, but the game before One Tamriel put me off so badly that I only came back much later, around Blackwood. I've been playing steadily ever since.
Level gating is a relic of outdated game design. Modern players generally don't like it because it turns open worlds into linear experiences — which completely goes against the idea of an open living world. One Tamriel made it easier to play with friends and kept the entire world relevant, instead of letting old zones become dead content. Almost all games from the past 5 years implement world scaling.
I'm not against adding world tier difficulty levels for those who want a tougher challenge in overland content. But I am against artificial level gating — where you can't fight the same brown bear you just fought just because your arbitrary level number isn't high enough yet.
