Ownership of some houses have effects on local npcs near the house, like owning the aldmeri grotto has dock workers call you captain of the ship that takes you there and is part of the house. Anyone who already own the new castle see any reaction from town NPCs? I have no intention of getting it, I am just curious.
I play every class in every situation. I love them all.

Well, technically you don't own the castle, you're just a caretaker. I was considering getting it, but decided against it when I read the description. I know this doesn't answer your question, sorry about that. In fact, your question got me curious too.

Well I paid real money for it, the game also considers it an "owned" House therefor I own it.

Also unless the previous Count was still there then where is all his furniture, it is obvious he moved out, probably could not afford to maintain it himself so he sold it to someone who could.

I heard he moved into a cave to live with a bear.

 Bear would probably get me too, the castle is well worth the money, possibly the biggest space available, I own the Gold Road chapter, but won‘t go outside of the castle, there are NPCs in windows that can barely be seen that you can see if you buy the house, PTS might be different, I didn’t go to the Count because I am not in that chapter, the banners are Skingrad and hoping to find Daggerfall Covenant Banners to win the alliance war, left a replica cake for the guards to see the slice of cake

It seems to be a running joke for some of those descriptions of houses to sound like they are unsure if the owner is still around or not.

Lots of dubious real estate agents out there in Tamriel and the Vestige is a somewhat shady buyer, I guess LOL

Haha, I've thought that before... for eg., Phrastus who owns Domus Phrasticus can be found alive and healthy in the IC sewers, even though in the house description it's implied that he might not be. The Vestige finds a place and is like ''Oh you left for an extended holiday? Guess I own this house now!'

That’s the first one I remembered, but there is at least one more, maybe two.
