I got 6 mourning dew and 5 Rubyblossom extract in two days with my only boxes being earned via daily crafting writs.
The drop rate was overtuned.
In previous events I would get 2 or 3 of these over the course of the entire event.

As per the hotfix notes you posted (screenshot below), the Archival Sacks of Provisioning were fixed as well. But what's not apparent is whether they've been dropping at a higher than intended rate the whole time, or did they see a bump at the same time the Jubilee Reward boxes started dropping and were simply lowered back to right before Jubilee levels. Could you please provide some clarification on this?

The drop rate was incorrect and dropping higher than it should have been at the start of the event. The hotfix was to bring it back inline with the intended drop rate from previous years. So not nerfing them, but bringing them back inline to be consistent. We know this is frustrating, but the team is trying to make sure there is consistency regarding the higher value drops.
