For a start, female Redguard. Thematically Templar would be the best class with all the gold skills.

For hair, kinda limited in terms of choices:


Khajiit unfortunately the only race that has the closest hair to Mel's:


For her golden body marking, Dwemer body markings from Antiquities:


For her outfit, this is what I got without using any Crown Crate-exclusive styles (as I don't know what you have):


It's the following:
Head: hide helmet
Shoulder: Hide shoulders
Chest: Heavy Crimson Oath
Hands: Light Sapiarch
Waist: Any hard-to-see belt or tiny belt (WTB hide belt option)
Legs: Light mazzatun
Feet: Prisoner's shoes

Dyes are Marble/Julianos/Stendarr white for all of the body, except for Divine Gold for the feet

There are a couple costumes, if you have em, that are good alternatives for the outfit. Same dyes as outfit:
