Lost access to Gold Road DLC

Has anyone else lost access to Gold Road? I purchased the upgrade over Steam last year but the game seems to think I don't own it.

Check Steam and ESO account connection (if you can access ESO account webpage).

I decided to reinstall my game and that fixed it.
