Unlocked scribing on one character and I'm a little confused about the alts.

I did The Second Era of Scribing quest and also completed The Wing of the Indrik quest. Also also did the quest for the Netch. On the website it says this.

You can complete the quest "The Second Era of Scribing" to gain access to the Scribing Altar in addition to both the Grimoire and the Scripts needed to Scribe your first skill. You can then gain fuller access to Scribing and Grimoire by having one of your characters complete “The Wing of the Indrik.”

This had me believing that all I needed to do on my alt character was do The Second Era of Scribing and I'd have full access. But that doesn't look like the case since the Indrik and Netch things are not shown on my alt. Do I really have to do everything all over again on each alt? Also grimoires I buy on one character are not available to alts?

You fully unlock scribing on an alt after doing the first quest. There is no need to re-do the wings, as the ink drops unlock for accountwide.

HOWEVER, scripts are NOT accountwide. So you have to collect those on every character. This goes for all the scripts found in the mages guilds, as well as the ones you get for completing quests/activities. And goes for all the grimoires you can buy from the merchant in the scholarium, you have to re-buy those on every alt.
The scholarium questline also is NOT accountwide. You can complete this on every alt if you want to, maybe for the free ink, or just because these quests are fun to complete, or for the free scripts/grimoire gained in the final quest.

May seem confusing, but scribing is unlocked on an alt if you do the first quest entirely, so there is no real need to complete all the wings again.

PS: ZOS should just make scripts accountwide.

One good thing is scripts are bankable, so you can trade them over to toons that don't know them yet. Best to think of scripts as recipes, plans or motifs, except you can't trade/sell to other players.
With the 9 mages guild ones, you can pick it up, put it in the bank, and a new one will continue to spawn there until you learn it. You can collect them for several toons at one that way. They do stack.

You alts will also have a good discount on the grimoires you buy, that you have already bought on another char

Edenprime has written a pretty good scribing guide.
