Odd Underlay on Map

I've been having this odd underlay when zooming out of my current zone, where the Tamriel map showed up, while my current zone is still focused.
I've turned off all addons, and still had it happening. Anyone else running into it?
In the attached screenshot, you can see Summerset highlighted in the bottom left of the image.

For me, uninstalling Chestmaster 9000 resolved the issue. Even when disabled, it was causing the issue. No more double right-clicking my map!@Munkfist PC-NA
