    Well technically you need telvar to buy said crates, so he needs to pvp, or pve in pvp zone which will likely result in pvp so we are back at square 1

    You get shoulders from crates, but masks... also on this note... WHY are shoulders droppable from the bosses? Its already hard enough to get a kill on one, make it masks only.

    because there isn't an 'Undaunted key' acquisition method. Just leave it how they are, if people cannot farm it they can request aid from allies to do so using the group finder.

    no,i mean this 2week(14+day?) i farm ic body marking(the green raven?) so i do IC daily and i never see anyone in there pvp or got gank when i use my necro solo boss,
    but maybe i not a good time zone in eso...

    Most of them, aside from Nunatak and maybe Zoal, aren't particularly relevant outside of PvP anyway:
    1. Baron Thirsk:
      1 item: Adds 3-129 Stamina Recovery
      1 item: Adds 3-129 Magicka Recovery
      2 items: On dealing area direct damage, mark a target for 6 seconds. Every 2 seconds after, an Explosive Scamp is spawned nearby and detonates after 1 second, dealing 362 Magic damage to up to 6 enemies within 4 meters and applying Minor Timidity for 10 seconds, draining 1 Ultimate every 1.5 seconds. Each Explosive Scamp spawned deals 100% increased damage. This effect can occur once every 25 seconds and scales off the higher of your Weapon and Spell Damage.
    2. Glorgoloch The Destroyer:
      1 item: Adds 28-1206 Maximum Health
      2 items: While in combat, each second you stand still grants you a stack of Flesh Fortress, up to 10 stacks. Each stack increases your Armor by 8-380 and your Critical Resistance by 0-38. Each second you move removes a stack of Flesh Fortress. Exiting combat removes all stacks of Flesh Fortress. Using charge and teleport abilities do not remove stacks of Flesh Fortress.
    3. Immolator Charr:
      1 item: Adds 34-1487 Armor
      2 items: Adds 28-1206 Maximum Health
      2 items: When you take damage while below 50% Health, gain immunity to immobilization, snares, and crowd control effects for 10 seconds. This effect can occur once every 40 seconds.
    4. Lady Malygda:
      1 item: Adds 34-1487 Offensive Penetration
      2 items: When you deal direct damage to a target within 12 meters, create a 5 meter area that after 1 second, quickly moves forward and then returns, dealing 811 Shock damage to enemies and applying Minor Enervation for 5 seconds, causing the target to deal 10% less Critical Damage. This effect can occur once every 15 seconds and scales off the higher of your Weapon and Spell Damage.
    5. Nunatak:
      1 item: Adds 34-1487 Armor
      2 items: On dealing Frost Damage, create a 6 meter area under the target for 6 seconds, dealing 191 Frost damage to enemies every 1 second and applying a 40% snare for 4 seconds. Enemies damaged four times become immobilized and afflicted with Major Brittle for 4 seconds, causing the target to take 20% increased Critical Damage. This effect can occur once every 15 seconds and scales off the higher of your Weapon and Spell Damage.
    6. Zoal The Ever-Wakeful:
      1 item: Adds 25-1096 Maximum Stamina
      2 items: When you Break Free, you release a wave of Watcher energy, causing enemies within 8 meters of you to become Feared for 3 seconds. You also gain 0-34 Weapon and Spell Damage for each enemy hit, up to 6 enemies, for 7 seconds.

    Admittedly I'm running Immolator Charr on PvE alts, but it's for the extra armor (and lack of better options.)

    Edit to add, there's also these three in Cyrodiil:
    1. Colovian Highlands General:
      1 item: Adds 34-1487 Offensive Penetration
      2 items: When you kill a Player, gain a stack of Blood Debt for 0.5 seconds. When Blood Debt expires, you and up to 5 group members within 28 meters of you gain 15 Ultimate per stack of Blood Debt.
    2. Jerall Mountains Warchief:
      1 item: Adds 3-129 Weapon and Spell Damage
      2 items: Dealing damage applies a stack of Malady to your enemy, reducing healing received by 1% for 5 seconds, up to 35 stacks. You can apply a stack once every 0.5 seconds. Applying Malady gives you a stack of Contagion, reducing healing received by 1% for 5 seconds, up to 15 stacks. You can only gain a stack once every 1 second.
    3. Nibenay Bay Battlereeve:
      1 item: Adds 9-424 Critical Resistance
      2 items: When you are forcefully moved via a Pull, Knockback or Teleport ability, gain a damage shield that absorbs up to 15112 damage for 6 seconds. This damage shield is not affected by Battle Spirit. This effect can occur once every 14 seconds. While you do not have the damage shield from this set, reduce your damage taken from players by 5%.

    All of those are purchaseable from the Elite Gear vendor for AP—and again, it's hard to see the relevance outside of PvP (I will say that Nibenay Bay Battlereeve is, ironically, better against grabby flag guards with their DK chains than it is against other players.)

    I've only used Nunatek and that was on an ice themed warden build. Works fine, but definitely not a meta set up.

    Honestly, it's where I have some sympathy for OP's position. I farmed them all because I'm an idiot with compulsive completionist tendencies, and can't stand blank spots in the stickerbook. Of all those sets, Nunatak was the one I could actually see using on one of my alts—and naturally, it was the very last one I managed to complete, in part because of hostile players also camping that district to kill the walking icicle. Very tedious.

    But, yanno, also the Imperial City Experience™.

    Still waiting for my arena and trial gear to be available for AP too. Oh I see Credible Joe had this thought already, yes throw in the achievements too please! I have oodles of AP to spend. Or perhaps one should expect to need to participate in all aspects of a MMO in order to get all the things.

    This is my thing. I'm not even a PvP'er, but if you want the PvP rewards, well, you should have to do that content.

    I think it's okay for PvP to have it's own gear. If someone doesn't want to participate in all content, they don't need all of the rewards.

    The head piece drops from bosses or may drop from the chests in the Trophy Vaults.
    The shoulders can be obtained from Tel Var equipment lockbox merchant in your alliance sewer HQ. Specific coffers cost 20k and the mystery coffer (random drop) cost 10k Tel Var Stones.

    Also to note, the people farming bosses and tel var in large groups are often PvErs using safety in numbers. You don’t need to be a PvPer to do IC, you just need other people.

    Normally I am not a fan of posts that ask for PvP rewards without doing PvP but I have some sympathy for this request. Historically, ZOS seemed to have a policy of PvP gear never being bound. You could always buy Deadly or Powerful Assault from guild vendors if you didn't want to PvP. And PvP players had a way to make gold (which does not drop in PvP the way it does in PvE) by selling it to non-PvP players.

    So the IC monster masks did seem to break a long standard that applied to PvP gear.

    Somewhat mitigated by the IC monster sets being heavily PvP-focused in a way that makes them all but useless in PvE (though Nunatek might have been interesting in PvE if there was no critical damage cap). Also, you can get them from trophy vault treasure chests and the keys to trophy vaults are a lot easier to get now that they are generic and drop everywhere, as opposed to only dropping from mobs in the same district as that exact trophy vault.

    Agree 100% on the trade aspect of PVP gear. The fragments were tradable up until recently though, so the monster helms could technically still fall under that tradable category. Now however since the fragments are no longer tradeable they are not as accessible, however, the fragments are easily farmed from WGT or ICP and getting to the vaults is not too difficult.

    If you are not willing to interact with all the content in the game you can't expect to have access to all the rewards in the game. Plain and simple.

    I've checked and yes, they do show up eventually. You just can't predict when they are available.

    You know, I actually hadn't considered this. So, these WERE available outside of PVP and then the update had the (possibly unintended) consequence of closing them from trade. Well, if that's the case, I wouldn't mind them making these specific items available again for coin/fortunes somehow.

    I'm just tired of people thinking everything pvp exclusive should be made available for PvE. But, this one particular thing sounds a bit different to other items.

    There are way more ways to get the IC monster sets than any PVE set. The PVE monster sets you must complete the corresponding dungeon in veteran. No other way. (I don't count golden vendor in this, as that applies to both PVE and PVP monster sets.) The shoulders are available only at a vendor that takes keys you can obtain only by doing pledges. So PVPers must do PVE if they want any of that.

    PVPers must complete at least vWS1, vDC, vMoS, vSW, and vCoA2, and then do many, many pledges to get the shoulders.

    Us PVE'rs only need to do WGT and/or ICP a few times to get fragments, go to a trophy vault and buy crates that can drop the heads. Or we can PVE the bosses in districts and have a chance to get either a head or shoulder piece. No need to do any PVP. Purely by PVE. And if we want to, we can also collect telvars by doing PVE and straight up buy the shoulders at the base. This last one is the "risky" method as PVPers can easily kill us and get half of our telvars we are currently holding. But if you don't care about the telvars you can just kill the bosses and get all the pieces without ever doing any PVP.

    We have way more methods to obtain the IC monster sets than PVPers have to obtain PVE monster sets. The only thing "difficult" is the fear of getting killed by a PVPer. But if you don't care about telvars, getting killed by an enemy player only loses you a couple of minutes when you have to run back to where you were. That's it. If you care about telvar, you should consider doing PVP yourself.
