EDIT: Rationer's increase is shown in the tooltip, Gourmand's increase is applied when consuming.

I have Gourmand (Provisioning) at level 3 and Rationer (CP Craft) at stage 1. This should be 20 + 10 minutes added to the duration of any food that increases stats. I ate a 45 minute food, and only received an increase for a duration of 65 minutes instead of the expected 75. This is the same as when I just had Gourmand and no points in Rationer.

There are many foods which have a 35 minute base timer. I don’t recall any that are 45, although I’d be interested to know if there are.
There are many cases in this game where some buffs are included in a tooltip but others aren’t, so it may be possible that the 10 minute buff is being included in what you see but the 20 minute buff is not, with the 35 base + 10 + 20 resulting in 65.1 -

That's exactly it! Thank you. It was a Crusty Sweetroll, which showed a 45-minute tooltip, but shows 35 minutes without Rationer.1
