The game servers and game engine have specific capabilities.
Time, software and hardware limitations exist.
This game is extensively tough on processing, with thousands of abilities and effects cross-affecting each other.
When a controlled and permanent massive spam of effects and abilities occurs in a very small area, the processing for the surrounding area gets completely overwhelmed.
This results in opposing players dying for lag and delay while their are unable to do anything about that, while the ball groups are rolling over them overwhelming the hardware and software capabilities of the game.
Ball groups knowingly kill massive amounts of players solely via latency abuse and knowingly destroy the flow and the point of the whole Cyrodiil game mode.
It's an obvious exploitation, therefore against ToS.
There is nothing like "running a ball group and unknowingly killing people frozen in delay", it's a simple fact of the reality.
Anybody playing this game for years knows how the latency and everything works in Cyrodiil.
I personally play couple of weeks or months per year while I have strong enough nerves.
Always when I come back, I buy ESO+ to play comfortably.
So I actually don't understand how the silent priority for ball groups from the dev side fits the companies business model.
Discouraging many potentially paying customers from the important part of the game is quite weird.
Randoms are bulk of the game, not exploiting spam groups.
