Crafting without ESO+ Where does the game draw from? And in what order?

When crafting without ESO+, where does the game draw ingredients from?
I know the game will always draw from the craft bag first, if you've managed to put stuff in there during a previous ESO+ subscription, or during a free ESO+ event.
And I know it draws from an individual character's inventory, and your bank.

Does it also draw from coffers? Other characters?
And what order does it draw from, after the craft bag? My assumption would be: individual inventory, bank, and then coffer, if it draws from there.

Mostly I want to know if it'll draw from the coffers. I can't find out without first emptying my craft bag, which I don't want to do, for obvious reasons, since I stuffed it last time there was an ESO+ free period.

I vaguely remember a patch note about this, but it was a long time ago, and my google-fu is weak today...

    It will not draw from coffers, even if that's the only place you have that material.

    It always takes from the craft bag first, and I think after that it's your inventory, then your bank. It will not take items from anywhere else. If they're on another character, in a storage coffer, in your mail, or anywhere except the craft bag, current character's inventory or the bank it'll just say you don't have that material and won't let you use them.

    This is why I use the storage coffers to keep style and trait materials, I don't need those as often and don't need as many so it's less of a problem if I need to go and retrieve them. I used to store all the rarer/more valuable materials in there, but it got annoying sorting them out and I was confident I could trust myself not to accidentally use them.

    Be also mindful that certain items required for the Daily Alchemist, Enchanting and Provisioning writs (i.e. where it says "Acquire 3 Mudcrab Chitin") need to either be in the craft bag (accessible by all characters) or in the Inventory of the individual Character (It does not take it from the Bank or Chest Storage). Found this out the hard way - so I would suggest keeping 'those' items in the Craft bag if you can.

    Thank you, @Danikat and @JARTHEGREY. Good information.
    This is for an alt, on whom I'm leveling provisioning and alchemy to be able to use master writs to level their skills. I can pass this alt all the mats it needs from my main, which has more mats in every category (except mushrooms, dammit, why aren't they in surveys??!? ) than I could use across 5 accounts. Mostly I wanted to know if I could keep the carrots and red meat needed for Beef Stew somewhere other than smelling up my bank! LOL.

    If you don't have plus, and you have materials on your person, it will use those first.

    With regard to using items from your inventory, I believe it will draw from any stolen items before non-stolen items. This won't involve raw materials-- unless perhaps the raw materials came from an event coffer that was marked as stolen because it was in a Thieves Trove, or something like that-- but it can involve style materials and fragments of style materials if they came out of Thieves Troves, were pickpocketed, stolen from containers, etc.

    This can come in handy if you don't have ESO Plus, have stolen items and materials in your inventory, and are getting low on space, since you don't need to bother paying to launder stolen materials, lockpicks, treasure maps, etc. as long as you'll be using them in a timely manner and aren't worried about getting accosted by a guard for having bounty.
    I've fought mudcrabs more fearsome than me!
