How is it that in a no CP campaign, with a maxed out horse, I still can't seem to escape someone on foot who can just keep up with me and keep attacking me? What do they use to outrun a mount?

Ability-Bar 1: Critical Surge, Boundless Storm, Mages' Wrath, Lightning Flood, Shocking Soul (Shock damage, Class Mastery Signature Script, and Empower), and Power Overload.
Ability-Bar 2: Storm Pulsar, Streak, Shock Reach, Unstable Wall of Storms, Shocking Burst (Shock Damage, remove 1 negative effect, and interrupt) and Thunderous Rage.
Solo: Use Kinras's chest, replace Mora with Ring of the Pale Order, and use a heavy Slimcraw piece for max critical.

All in training or divines. The staves should be training or infused), and 3 purple Willpower Jewelry with Arcane trait (can be bought from trading guilds for relatively cheap.

Parse Food for PvE:(DPS) Ghastly Eye Bowl (increases Max Magicka by 4592 and Magicka Recovery by 459 for 2 hours).
Gold/Purple Food for Sorc PvP and Meme Tanking:(PvP) Clockwork Citrus Filet (increases Max Health by 3326, Health Recovery by 406 [useful if stage 1 vampire], Max Magicka by 3080, and Magicka Recovery by 338 for 2 hours). Witchmother's Potent Brew (Increase Max Magicka by 2856, Max Health by 3094, and Magicka Recovery by 315 for 2 hours.
Trash Potions when feeling cheap: Regular CP150 Essence of Magicka pots that I obtain frequently from playing the game or Crown Tri-Restoration Potion obtained from dailies.
Crafted Potions: Essence of Spell Critical (Bugloss, Lady's Smock, and Water Hyacinth). Without magelight this is my primary means of obtaining Major Prophecy on my Sorc, which increases my Spell Critical Rating. This also heals and restores magicka. Essence of Immovability (Columbine, Corn Flower, and Wormwood). I use this in PvP, since this gives me stealth detection, knockback immunity, and restores magicka (better to use it when competent allies are nearby, since it might reveal that you are surrounded by multiple players in stealth and you will not have an emergency pot available after use). Essence of Invisibility with only 2 ingredients (Blue Entoloma, Namira's Rot, Nirnroot, or Spider Egg). I use this in PvE content that requires stealth and if I need more speed I'll use Rapid Maneuver before using the potion. Essence of Invisibility with 3 ingredients (Blessed Thistle, Blue Entoloma, and Namira's Rot). Very useful in PvP alongside the vampire Dark Stalker passive, since you'll be invisible, ignore movement speed penalty while in Crouch, and you'll have a 30% movement speed boost from Major Expedition (I always have this slotted when riding from point A to B in PvP land, since gankers are always lurking). My templar/arcanist will mostly use Essence of Health (Tri-Stat Potion) Ingredients: (Mountain Flower, Columbine, and Bugloss).
Speed creep (power creep but for movement speed specifically) has been a major issue over the past few years.
As was mentioned, things like wild hunt mythic, swift jewelry traits, easy access to major expedition from the Race against Time ability in the Psijic skill line, Celerity slottable champion point, scribing skills and the general addition of unconditional expedition named buff to many class abilities that never had that buff before has resulted in a lot of extra speed on classes that never had it before.
Old speed buffs used to be:
Rapid Maneuver that cost 6.5k+ stamina to cast it and used to only grant the movement speed for 6 seconds
Had to play a sorcerer and running lightning form
NB technically had speed as well, but it required them to be in stealth/invis which broke (and ended the speed buff) as soon as a NB sprinted which naturally balanced it.
Current speed buffs include:
Rapid Maneuver (6.5k+ cost and lasts 8 seconds)
NB speed (minor expedition, +15%) buff is no longer tied to being in stealth
Sorcerers Lightning form (major (+30%) OR minor (+15%) expedition, not both)
Warden wings (major expedition (+30%) + snare removal/immunity)
Wild hunt (mythic, +45% out of combat or +15% in combat)
Swift trait (+7% per piece at gold tier, +21% with swift on all 3 jewelry)
Race against Time (Psijic skill major (+30%) expedition + snare removal/immunity for only 3.5k magicka cost)
Celerity (slottable champ point, 10% movement speed)
Scribing skills (some skills give access to major or minor expedition buffs)
The other factor is the speed cap. It seems as though it's the same speed cap no matter if mounted, sprinting or simply jogging, so with all the ways to increase speed now available, it's very easy for a player on foot to keep up with someone on a mount when built for speed since both have the same speed cap.
Unfortunately I don't see this issue being addressed anytime soon. Too many players are addicted to the current amount of bonus speed in the game available for every class, even the ones that are supposed to be the slow brawler/less mobile classes.
It's not gap closers, they just run behind you, shooting light attacks and 15 seconds later, you suddenly get knocked off the horse. Interesting, I thought mount added speed above the regular cap.
Kinda makes you wonder why we still can't mount while in combat if it doesn't make a difference anyway.
