PLEASE 'Shake it up' and create a new cap of CP9000 and also re-calculate each level from 1 (technically everyone should get their CP reduced) so that each levels also becomes quite increasingly longer to get to. Like in Skyrim.

The time amd effort it takes to get there puts players way beyond the label of "new."

Before all of that, I think they should see who reaches CP3600 in the Badlands, then fix the issues they already know about. After that, when people can no longer take advantage of something broken, then, yeah, remove the cap.
