Yes, there have been many messages in the threads indicating that it's affecting EU as well. Really odd to have that banner.

I'm experiencing the same issue trying to connect to PC/NA. I logged off 30 minutes ago after playing for a few hours without any issues.

No problems pinging the ESO NA diagnostic IP:

Ping statistics for 198.20.200.1:
Packets: Sent = 206, Received = 206, Lost = 0 (0% loss),
Approximate round trip times in milli-seconds:
Minimum = 49ms, Maximum = 63ms, Average = 51ms
