Just try to get other quests from there. This one is a pain.

That said, over the years I've managed to get the achievements for doing all of the town quests, and I've done that particular quest several times without a problem. If Barasatii is already dead, I don't wait there for her to respawn, but instead go around killing other bosses and mobs in the delve, then check back every few minutes. It's been my experience with delve bosses in general-- whether in Cyrodiil or other zones-- that waiting at their respawn location doesn't get them to respawn, but they may finally respawn once a player comes into their area, almost like arriving at their location triggers their respawn but waiting at their location is treated as though you'd already killed the boss. I don't know if that makes sense, but that's how it feels.
Another thing to bear in mind is that corpses don't despawn as quickly if they haven't been looted, because the game likes to give players a chance to loot the corpses. It may be that leaving a boss unlooted can interfere with how quickly it respawns, so players should always fully loot the delve bosses after killing them.

Yeah, I usually just do the other quests and kill dremora as I run into them, waiting for that quest to come up if I haven't done it yet. But even so, it rarely gives me more than two of dremora. I never noticed that before, although I'm not sure how I could have unless I were in there with a group of other players and we were calling out which boss(es) were up at any given time. So basically, if Barasatii isn't spawned, go find the one that is and kill it, then check back at Barasatii again, until she finally does spawn.
That might explain why I haven't had trouble with her before, since I generally go run around the delve killing other things if she isn't up, rather than just waiting at her spawn point.
