There are usually two mayhem events a year, and the bag only has limited items. If you collect all of the current items, it'll eventually run out and you won't have to worry about it. It takes 2 tickets per item, and if you are on top of the three daily tickets, eventually you'll have everything.

The trick is to buy the trash items from guild traders. Pretty much anything less than like 50k. It makes the loot pool much smaller, and you'll start getting items worth 500k+.

I thought about that and started looking up items, and they were all in the millions of gold. There are probably a few that are on the cheaper end, but most of them I already have.

I've been doing exactly that, grinding through game modes I don't enjoy for the past 2 years, and have yet to get that. Do you not think that sucks massively? Just picture it for any new player who joins in and wants something specific from that bag. "Yeah, just grind out pvp events twice a year and if you're lucky you'll get it quick, if not then you'll be grinding for years."
It's called playing the game. If you want something, you invest time into aquiring it. The other option is to just log off and not play.
Complaining because "you must have X item this minute", and aren't willing to put in the effort required to get the thing you want but expecting it to just be handed to you because you demand it is plain childish.
Everyone else puts in the effort to get things they want in the game, and for any MMO, grinding/farming/etc. is a key feature. ESO is one of the least grindy of them all and for almost everythingin the game, you are near guaranteed to obtain it at some point if you keep playing.
