[BUG] Daedric Mines Only Proc A Single Time Against Enemies

It says they can "be damaged by your mines once every 2 seconds", however, only a single mine per cast will damage the enemy.

Testing in Rivenspire on Trolls, I cast the ability while standing right on them, the first time it will proc, then I wait 2 seconds and walk some distance so the Troll walks into the other mines, but it inconsistently will or won't allow more than one mine to proc per cast.1 -

In this picture, the ability has nearly expired and I cannot get the other mines to proc on the Troll, seems to work fine on the skeevers nearby. Maybe the size of the enemy is the issue?

I morphed the ability to Daedric Tomb and the problem continues to occur, only a single mine will explode on an enemy regardless of how much time passes. Also, I did the test on a Giant Snake to show it's not just Trolls or spiders.1 -
randconfig✭✭✭✭✭Updating as this bug makes the ability unreliable and useless, and it still have not been patched in PTS.
It appears that the mines can only activated in a specific order, and there's no indication as to which mine is actually working.
