Unable to get crown store gifting.

I've sent two tickets, on a while in the past when gifting was removed, waiting for a few months in between and sent a new one finally yesterday, but I still get declined to gifting.
-My account exist since the game was in pre-release (March 2014)
-My account has never been compromised. I never got anything in violation to the ToS or any bans
-I've been often an ESO+ subscriber , since 2017 thru 2020 via ESO directly, then via steam. took a few pauses some rare times due to budget/time, but always re subbed when playing, and I currently have a recurring active ESO+ since April 2023 via steam.
-Bought Morrowind, Summerset, Elsweyr Collector's when they came out
-I have over 2780 hours (via Steam) since the steam account merge
-I log in daily for my rewards almost every day since they exist.
-I bought a lot of stuff with crowns already in the past, including crown packs
- I did all the recent golden pursuits, in the last months I played with my best friend with alts all of Saturdays, we cleared Blackwood and started the Thieves guild DLC, I helped him with his pursuits too, I also did a lot of archeology. I farmed public dungeon for their collectibles, farmed for leads, Got Sharp-as-Night and leveled him up, did his quests and all, I also got one those 2 new ones.
Yet I get the reply " We regret to inform you that we are unable to fulfill your request to activate Gifting on your account." and after throwing all those proofs, including screenshots, I still get a nice "As it stands, this request will not be granted.". No actual reason given except "not active enough" ....
That's really lovely for a game I've spent hundreds on , and probably over a thousand at this point and get denied a simple gifting option that I already had in the past before all that gifting removed thing. I guess being a loyal and paying customer for over 10 years is worth nothing?
All I'm trying to do right now is to send a few things to my secondary account (that I bought back in 2018 via Steam) where I want to re-experience the game from the beginning without all the perks form my main account such as mounts, craft bags and such). Is that too much to ask?
Ticket is # 250213-002642 in case that actually matters...
