Addon drawing visual cues?

Anyone knows if there are existing addons or is it possible / not against the rules to draw visual cues? I don't mean the 2D UI layer, but as objects in the game world, similar to the visuals of ground effects.
Why? Because it could mark the range for skills, e.g. 7m for melee.
