Weapon swapping isn't working...?

Swapped out my bow for a frost staff just to see how it works and it won't swap out. I tried the hotkey as well as manually clicking the swap icon on the toolbar, but nothing happens. I did not set up a new hotbar with the staff or anything...

KariTR✭✭✭✭✭The staff and bow will take different slots in your character inventory. Open it up and drag the staff to the slot directly under the bow. You will now be able to swap one to the other using the keybind.0
