With arms of reloquin, should I pair it with deadly strike or pillar of nirn?

I'm a stamina necromancer who's doing really poorly in my DPS parses. I'm using both the two-handed Masters set in the Masters bow along with the arms of relequin and the deadly strike. But I feel that Mike setup is not optimal.

I would suggest that you take a look at dooma's website that can give you great ideas on how to build your necro. try looking for "gameroom dot com" and checking out the builds. The videos explain the how and why of the build and often offer suggestions on different ways to change the standard build.

If I were you, I'd try to get the Necromancer's Class Set - Corpseburster - from the Infinite Archive instead. It's better than Pillar of Nirn.

You could also check out this video for some ideas. It starts with a parse, but after 3 minutes or so there are some comments on different sets and skills you could use.

When Stamcro DPS is low, it is usually a rotation and/or weaving issue. Corpse management can be difficult, too. I'd start there.

As a spammable, I would recommend your preferred Flurry morph and two Daggers. Master's 2Hander makes no sense to me. Sustain must be awful on a Necro when you spam Brawler... Irgh....

Furthermore I would recommend a look into Runecarver. With Syphon ticking every .6s you'll have it proccing a good number of times per fight.
As a second set, you'll have to look at standard high damage buffer. I'd recommend against two proc sets.
Or use something like Whorl or Pillar from the backbar.

Anyway, you'll most likely be asked to wear Elemental Catalyst. So this deliberation is moot.

And my crit chance stands at 50% buffed. Should I try to put more focus into penetration or am I fine the way it is?

Generally, most pen you can expect to come from the group as a DD - someone applying major/minor breach, plus other unique debuffs if available. If you know you're not going to get to the pen cap on something consistently, then you can build in however much pen you need (swap mundus, sharpened weapons, etc). I wouldn't recommend doing this though, except maybe the mundus if you need it, since stuff like sharpened weapons and pen gear sets are a pain to change. And if you end up having a tank or heals who's providing a lot of pen, then it's suddenly wasted in your build. Generally easier to just stick with whatever the build guide tells you and assume most pen is being taken care of elsewhere.

Crit looks a little low though.

I think that you would probably see a DPS increase just by swapping to Maelstrom 2H and Bow even if you didn't change another thing.

Penetration is the strongest stat in the game until you reach the cap. I think for Stam, you want to try and have your Pen somewhere around 3200 for group content. You should get a big chunk from the 'Piercing' node on the 'Warfare' CP tree. It's a white node, so you do not have to slot it for it to be active. Also, Necromancer's specifically have the 'Dismember' passive that gives them a substantial amount of Pen, if you have a Grave Lord ability active. If you're still a little shy, you can swap your monster set to light, if you use one or switch your 2H trait to 'Sharpened'.

I'm still pretty new at cro, but more experienced players than I say blast bones every 3rd skill. It works for me when I do it right.

As another user pointed out, corpse management is extremely helpful.

Use the Maelstrom 2H instead of the Masters. It will buff your other skills and stampede will give you a dot.
