Yo-Yoing latency and FPS, sound latency

I've been experiencing issues with the game that make it difficult to play the last week or so. Not sure if it started with the new content or one of the updates.
My issue is:
My latency and FPS yo-yo up and down from green to red. I've checked my internet and there is no issue there.
My sound stops playing in fights. All of the combat sounds, spell sounds, etc. will just stop. Then, I'll hear the spell sound that I'd cast 2 to 3 seconds after casting it. Death sounds for creatures are the same. Oddly, ambient sounds still play.

I have:
turned all addons off. No effect.
taken my computer off wifi and physically plugged in to my router. No effect.
fiddled with my sound system setup. ensured latest drivers, latest software, that correct device is chosen in all the proper areas. No effect.

I do not experience this issue outside of ESO.
Any help would be very appreciated.

FPS is fine tho now, just sound cutting and ping.
