after reachin Sadrith Mora, the quest starter Eoki has no quest icon abover Eokis head,all he says is...
Forgive me friend, i cannot talk, too many unfriendly eyes in Sadrith Mora these days"
there are no npc's around relating to this quest, in ANY of the dwellings..
the town icon on the map and the related quest in the journal/achievements quest list show this quest has NOT BEEN done.
Is it bugged? or discontinued? or what?
any advice/help/ info would be grateful

I just checked, Eoki starts the quest for me just fine, using either a character on an account that has already done the quest once, and using a character on an account that has never done it.
Maybe you have other quests active in Vvardenfell that is bugging it? I heard prologue quests are prone to cause bugs.0
