The Wayfarer's Mastery script makes it so that you get the damage bonus without the target being affected by the normal conditions that would be required for Ruffian to activate.
This makes it useful for when you:
- Don't have Stun scribed
- If enemies (Such as bosses) are immune to such effects
- If you want the damage window to last longer than the Stun script (Stun lasts 3 seconds. Wayfarer's Mastery lasts 6 seconds. Not accounting for in PvP where people can Break Out of the stun)

You get the Ruffian passive for your target just as the passive's tooltip describes. This means the target must be stunned, immobilized, or silenced for the 15% bonus to apply to your DW attacks. The script is misleading because it implies you always get the 15% damage bonus. The only reason to use the script would be if you don't have the Ruffian passive already.
This is how the script worked about 6 months ago. I thoroughly tested it back then and the only reason it would behave differently now is if they patched it recently which I'm unaware of.
