Why isn't "Dawnbreaker" leveling up?

Haven't leveled-up Dawnbreaker in years.
-- Started a new character.
-- Leveled "Fighters Guild" skill line to level 10.
-- Put 1 skill point into Dawnbreaker ultimate and slotted it.
-- But Dawnbreaker is not leveling up: all other (non-ultimate) skills are leveling up as expected, but Dawnbreaker hasn't increased in level (it's still indicating zero-progress).
It's been a long time since I played a new character, is there some secret to leveling-up Dawnbreaker that I forgot about?

It's just odd. Before I got Dawnbreaker and slotted it, I had the Werewolf ultimate slotted, and that ultimate was clearly leveling up, although slowly. In contrast, Dawnbreaker shows Zero progress.
Could it be possible that there is a minimum character level for Dawnbreaker leveling? I've never heard of such a thing, but it's been years since I leveled Dawnbreaker on a new character.
Are you on PC? If so, there are add-ons that can expose the numeric progress of each skill, like Harven's Improved Skills Window. That way you could see if the progress is super slow or actually zero.
I would have to check using Harven's whether the WW ult and Dawnbreaker have comparable total xp required.1 -

Thanks bigly, virtus753! I never before heard of that add-on. It took me a bit to remember how to load an addon (it's been years), but this addon did the job!
The Harven's addon made it clear that the "Dawnbreaker' ultimate and "Expert Hunter" skill were actually leveling-up, but these skills take more XP than other skills, so progress wasn't showing yet on the graphical bar display. However, the Harven't addon shows the progress numerically, consistent with XP gain. By way of comparison, Dawnbreaker level 1 is 128,929 XP, while Werewolf level 1 is 10,656, so (of course) the Werewolf ultimate was showing immediately noticeable progress.

Only skills on your active bar receive experience.2 -
