How is tribute supposed to work in terms of dropping cards and decks available both in play?

I've been playing ESO since early 2016. I have a lot of experience under my belt, using several toons, and almost at CP 3000. Now, according to the documentation that I've read, I'm supposed to get drops for the basic game in both High-Isle and Gaelin (sp?). I've run in both zones when they both became available, and the events. Except for gaining the king card from the All Flags quest, I have not received any drops from either zone. I have other completed decks, but nothing from those two. Also in game play with both NPCs (novice and mid level), and both ranked and casual players, I keep running into games where they are able to choose decks that I don't have. Is it supposed to work that way? I can now play most NPC games in those levels, but the competition play, I can only win about one out of forty or fifty.

    none of the zone drops are from "random" things, they are all usually specific activities

    for example the hunding deck requires:
    • 1 fragment drops from delve bosses
    • 1 fragment drops from volcanic vents
    • 1 fragment drops from public dungeon bosses
    • 1 fragment drops from WBs
    • 1 fragment comes from main high isle quest (a chance for peace)

    other decks have different unlock requirements

    after you get all of the fragments you have to "combine" them from the collection menu to actually unlock the deck

    and yes, NPCs and other players can choose decks you do not own, ownership of deck just limits what your limited to in the selection
    • novice NPCs will only use the 4 basic decks with no upgrades
    • proficient NPCs will have access to all decks with no upgrades
    • expert NPCs will have access to all decks with all card upgrades

    i have my main house (grand topal hideaway) listed in the housing tours, it has multiple target dummies, scribing altar, and grandmaster stations (in progress being filled out), as well as almost every antiquity furnishing on display to preview them

    Novice NPC's only pick from the four original decks, proficient and expert NPC's can pick any of the available decks, even if you do NOT have them. 😕
