The bug that prevents completion of the exploring the ritual chamber task was reported shortly after release of Galen and still has not been corrected. It would seem that should have been done before the zone was used in a major event.

Eurymachos✭✭I can see on the UESP wiki that the druidic carvings in the ritual chambers are supposed to be glowing, but they don't glow for me and the NPC just stands there looking at the carvings (after I read the note in the other room of course).

ThepsleSoul ShrivenThis is the second time I have attempted to complete 'The Sea Runs Restless' quest but it is still bugged. I cannot get further than the Druid ritual chamber, because after I've found the clues and read them the ritual stone doesn't light up, or do anything at all - it's so frustrating! Someone said it has to do with having another Quen quest going but I'm not doing any other Quen quest. I've done everything I can think of to solve the problem and just wish the technicians would get it sorted out once and for all. It's been buggy for quite long enough!1

Should have been hotfixed during, or preferably before, the actual event that sent us to Galen.1
