I think they might be owned by a parent company who can offer them some more options

... but I'm guessing they won't, because Microsoft are probably unwilling to provide the funds for an entirely new datacentre for a game which won't last long enough for the cost to pay off in profits.

Well it’s not like they (MS) have got to build a new one ! They’d likely offer up one of their many existing facilities.

Generally speaking - A move to any new DC is going to cost. In addition, there’s likely to be downtime. Doesn’t matter who owns it. It’s also quite risky.

It’ll probably be cheaper to move to an MS one rather than another co lo - as it’s “in group”

The truth is it all Depends if they get “told” to move by the higher ups or commercially the risk is too high to stay. That’s probably what they mean when they say “we’re working through it” - The outcome could be to stay where it is.

Even ZOS have to answer to someone so I’m sure the relevant questions are being asked at a senior
Level. As consumers - we will be told last. That’s pretty standard and understandable commercially. But TLDR - They’ve got to work it out and I sure we will get told At the appropriate time.
