How to get to Snapdragon’s cell in Sunhold

This is the “Thorns and Blossoms” the first quest for Tanlorin. Have to get to Snapdragons cell which is below the circular balcony after entering the ceythalmore enclosure. I can see the cell entrance but there is no way to get down. The balcony has an invisible wall around the balcony area.
Anyone have a solution on how to move the quest forward ?
