Any time before dark Convergence entered the stage. The single worst addition to the game outside of roa. Game has been on a downhill roll ever since. Something or someone changed at zos before this or around this time and it never really recovered. It's like a carnival now with broken mechanics, broken classes / skills and broken sets introduced all the time just to sell chapters or out of a lack of understanding of the game. Really sad. I love this game.
This is from a cyro perspective.

Pre 2017, before the Dwemer had left Tamriel. (Everything else).
I would say Summerset is the last time that I felt that ESO was in a good place. I had some issues then, but I would take it a million times over what we have time.
From 2015 to 2018 ESO was amazing. Even to this day I consider it the best experience I've had on any game.
By this time I was established, experienced, and geared. I had an incredible 4 man team that worked though all the achievements for all the dlc dungeons at the time.
I also completed a VCR+3 progression trial- we had been working on for months- and got a few other skins that year.
I’m sure covid and being stuck at home also played a role in this 😅
Dragons were, and still are, the best group overland activity. At the time, it was so exciting to see the dragon icon on the map and race over there in time to be part of the fight.
Drop rates for furnishing plans were good and I learned a lot of them and still had many to sell. I actually enjoyed farming them back then. Every zone after that was a disappointment.
I have had many good experiences in all of the zones but as a whole Elsweyr was the best.
