Isobel quest "The Lost Symbol" unable to be completed.

Just as stated, the quest gets stuck on the step of chosing a punishment for Kiv.
I have already:
Dropped and restarted the quest (all the way from Stros)
Reloaded UI
Disabled all addons and dismissed pets
Left and reentered the cellar
Left Craglorn completely
Logged off and logged back in the next day
Cried
Said a lot of bad words
Logged in on a different computer
And submitted a bug report and help request in game.

✭Now, for fun! The emails I received, in order, after submitting my bug report/help request
I had already done all that, and said so in my request for help but whatever, I guess it's an automated message and we can't expect too much.
A special team! How promising!
It's a COMPANION QUEST. I can't dismiss Isobel and do a single part of the quest. Are these people paying attention to the screenshots at all? Because they would also see my pets are dismissed.
We have come full circle. At a loss how to proceed.
