There was a long-standing physics issue that could cause a PC to be launched into the air at absurd speeds (with the corresponding 'splat' on returning from orbit), and it generally happened when you glanced off of something while jumping, though sometimes it would occur just from elevation changes while running around. I haven't seen it happen lately, but it was definitely happening during the beta and for the first few weeks after release.

It might also be bugs in collision mapping and horse animation sometimes the mapping don't match the ground so an horse can stand outside the edge.Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.0 -

That one is definitely just a loading issue. It happens when your game (or the other player's game) hasn't loaded the running animation yet, so any movement will look like gliding until the animation loads.----

I've actually died from falling damage from this. My current record is flying 1/2way across Shadowfen to faceplant in the swamps. Meridia didn't save me
