Missing new companion quests

I am an ESO+ player. I got the (free) new companion options in the crown store. When I check in the store, all three are grayed out.
However, I never got the quests in my quest log. I was able to get the Garland Ring quest, because my friend shared it with me, but the game won't let her share the Moonlit Shadow quest.
