So umm... The character level scaling... Does our character ever get overpowered?

So...

Even if our character is level 1, the game boosts him to level CP 160 so he can go anywhere and fight whatever, right? Right?

Which means anything beyond CP 160 is when our character truly starts becoming stronger than trash mobs on overland?

And can someone please define "overland"? I just wanna make sure I know what it means.

    that's not quite how it works.
    gear strength is based on level difference between you and the gear. so level 5 gear on a level 5 character is the same as level 30 gear on a level 30 character ia the same as cp160 gear on a cp 160 character. 160 is the cap, so levels beyond cp160 don't count for this.

    the other big scaling bonus is stat bonuses at low levels that slowly fade as you level up.

    together these mean that yes, a level 5 character can be roughly as hardy as a cp160 character, but a level 5 character will be lacking skills and probably won't have the same gear options as a cp160 character. low level characters are also, because of this, more stat balanced, which means more options but not quite as much power since the game rewards focus over jack of all trades.

    overland is anywhere on the map included in a zone. basically everything except group dungeons, arenas, trials and pvp.

    Overland is pretty much considered as any non-group instanced content when you look at a particular zone on the map.
    This includes quests, delves, public dungeons and world bosses. It excludes dungeons, trials, group/solo arenas and any kinds of PvP being duelling or in Cyrodiil.

    Prepare for this thread to be closed with a direction to use the pinned Overland Content Feedback thread.

    Overland refers to the main overland questing zones, aside from Cyrodiil, and the delves and public dungeons therein. I believe ZOS may also include Bastion Nymic, but I don't really see it as overland content, personally. As far as being stronger than overland trash mobs post-CP160, I think a lot of people would say that you're already quite strong at level 1. Not everyone does of course, but it's a pretty widely held sentiment.

    actually, while you are boosted at lvl 1, this boost declines and bottoms out about lvl 35

    so you actually get far weaker as you level up unless you start equipping gear properly

    Your power scales as you level so long as you keep up with weapons and equipment that is also your level.

    After your reach the plateau of CP 160, outside of gear, the biggest impact on your stats for level is how you assigned your CP perks as you accumulate them. There are only 4 active perks in each category, however, so even this boost is limited.

    Stat scaling will bring lower level characters up in relative power (Sometimes they can be a bit stronger than higher level characters)

    But eventually higher levels corresponds with more overall power. More stat points allocated, more skills available, increased levels on skills, more set items to provide additional bonuses and eventually CP bonuses (Though these apply to low level characters IF you have already unlocked them)

    Eventually, characters become strong enough to simply 1-2 shot most normal enemies in overland areas which is a stark contrast to lower level characters.

    Level scaling stops at lvl 50. So on a new account you are technically at your weakest at level 50 cp 10.

    Also keep in mind that on a new character you can apply cp out the gate. So a lvl 3 character on an 1800 cp account will have an easier time overall than a lvl3 new account. The scaling still applies with both instances. Which is why if you have high cp applied you can basically level a character from 1 to 50 with almost no gear.
